
HOUSE CONCURRENT RESOLUTION NO. 58

Requesting the Joint Committee on Government and Finance study the
contents of House Resolution 1180, the Social Security Ticket-
to-Work and Work Incentives Improvement Act as passed by the
United States Congress in 1999.

Whereas, There are currently 50,097 West Virginians receiving
Supplemental Security Income and Social Security Disability Income
benefits who are of employable age; and

Whereas, The Legislature knows one primary impediment to
employment for individuals with disabilities is the fear of losing
health care coverage; and

Whereas, The Legislature believes the full employment of all
West Virginians is critical and that the State should explore all
options available to its citizens; and

Whereas, The Federal Government has developed a plan to assist
individuals in their employment efforts and to maintain their
health care coverage through H.R. 1180; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance shall
appoint a subcommittee composed of nine members. Three members
from the Senate, approved by the President of the Senate, three members of the House of Delegates, approved by the Speaker of the
House, one citizen member, approved by the Governor, one citizen
member approved by the President of the Senate, and one citizen
member approved by the Speaker of the House. All citizen members
are to be persons with disabilities and the appointments are to be
made in consultation with the West Virginia Statewide Independent
Living Council, the West Virginia State Rehabilitation Council and
the West Virginia Developmental Disabilities Council; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations, along with drafts of
any legislation necessary to effectuate its recommendations; and,
be it

Further Resolved, That the expenses necessary to conduct this
study and to prepare this report be paid from the legislative
appropriations to the Joint Committee on Government and Finance.
